Jill Thompson
Director of Community & Economic DevelopmentPhone: 301-739-8577 x 195As Director of the City’s Department of Community and Economic Development, Jill is responsible for the City’s work in two function areas: building strong neighborhoods through community development and supporting business growth through economic development. She serves in conducting the City’s economic development programs, including the development and implementation of the Community’s City Center Plan, a 10-year roadmap for downtown development based on eight catalyst projects. She also oversees recruitment of new business, implementation of business retention and expansion plans, assistance with economic development-related marketing and promotion efforts, and creation of incentive programs. Jill has more than 25 years of experience in economic development and downtown management. She received a Bachelor of Science in Journalism from the E. W. Scripps School of Journalism at Ohio University. She joined the City of Hagerstown in May, 2011.

Doug Reaser
Economic Development ManagerPhone: 301-739-8577 x 141Doug is responsible for Business Attraction, Marketing and Inventory of Available Properties since 2019. Doug has over 10 years experience including public-sector government work. He previously served as the Director of Housing Management for the Franklin County Housing Authority. He also has experience in sales and marketing with a management consulting firm. He is a graduate of Penn State with a Bachelor of Science in Management.

Margi Joe
Community Development ManagerPhone: 301-739-8577 x 134Margi joined the City of Hagerstown in April 2022. As Community Development Manager, she administers the Community Development Block Grant program, the Hagerstown Revolving Loan Fund, the Invest Hagerstown Homeownership Program, and other housing rehabilitation and neighborhood revitalization grant-funded programs. She has over 20 years experience in financial reporting and B2B customer relations. Margi is a graduate of West Virginia University with a Bachelor of Science in Business Administration, and of Frostburg State University as a Master of Business Administration.

Christopher Siemerling
Economic Development SpecialistPhone: 301-739-8577 x 822Chris Siemerling has served as the Economic Development Specialist for the City of Hagerstown since July 2021. His primary responsibilities include assisting small business owners by managing the City’s economic development programs and initiatives to support the attraction, retention, and expansion of local businesses. He received his Bachelor’s degree in Political Science at Concord University, and Masters of Business Administration at American Military University.

Suzanne Kyler
Programs and Projects CoordinatorPhone: 301-739-8577 x 133Sue has been with the City of Hagerstown since 2004 where she started as a Code Compliance Inspector. In June of 2022, Sue joined the DCED team as the Project and Program Coordinator where she applies her experience from the Planning and Code Administration Department to best serve the community. In her current role, Sue is responsible for the evaluation of properties for code deficiencies, evaluation of plans and specifications and the monitoring of rehabilitation projects. She coordinates meetings, prepares project summaries and visits homeowners to assist in processing DCED program applications. She has a Bachelor’s Degree in Criminal Justice from Shippensburg University and is certified with ICC as a Property Maintenance Inspector.

Rachel Paul
Planning & Outreach CoordinatorPhone: 301-739-8577 x 820Rachel started with the City of Hagerstown In May 2023. As the Planning and Outreach Coordinator, she administers the Microenterprise and Public Service grant portions of the Community Development Block Grant Program, as well as conducting Environmental Reviews for development and rehabilitation projects. As a past member of extra-curricular activities like Mock Trial and Model United Nations, she is excited to work with the passionate youth of the Hagerstown Youth Council. Coming from a hospitality and customer service background, Rachel is proud to put her skills into action and serve the community of Hagerstown. She has a B.A. in Political Science from Salisbury University, and is expecting to graduate with her Master of Public Administration and Policy from American University in May 2024.

Emily Conrad
Economic Development CoordinatorPhone: 301-739-8577 ext. 838With over a decade of service to the City of Hagerstown, Emily joined the Department of Community and Economic Development in June 2023 to assist with programs, marketing, communications, and project support.
She started with the City in April 2013 at the Parks & Recreation department as a tour guide at the Jonathan Hager House Museum, then Recreation Assistant in 2015, assisting in program development, event coordination, recreation facilities operations, marketing, and customer service.
Emily earned a Bachelor of Science degree in Mass Communication from Towson University, with a track in Strategic Public Relations and Advertising.

As the Administrative Coordinator, she is responsible for the office management and the advance administrative support for the Director of Community & Economic Development. Yanique came to the city with a Bachelor’s Degree in Human Resource Management from The University of Maryland. She has over 15 years of experience as an administrative Executive.
