The historic architectural design guidelines were prepared to assist property owners, developers, architects, and project designers in historic districts. These instructions are meant to guide, rather than dictate, the design of alterations, new construction of buildings in order to achieve the goal of compatible new design in an area with a strong historic identity.
The guidelines set forth in this booklet are based on a broad view of the development of Hagerstown, its present-day physical condition, and future activity within the districts. These guidelines stress principles that will guide future building and preservation decisions.
