Responsibilities & Services
The Parking Division of the Department of Public Works oversees the City of Hagerstown’s three public parking garages, five public parking lots, metered on-street parking, and seven city-owned neighborhood parking lots. This includes all maintenance, upkeep, revenue collection, and enforcement for the Parking System. We maintain 1023 spaces in our garages, 700-plus spaces in our public lots, hundreds of on-street metered spaces in our downtown, and many smaller neighborhood lots throughout the city.
No matter what brings you to downtown Hagerstown, the Parking Division staff is committed to providing you with convenient parking options, whether in one of our well-lit garages, a public parking lot, or a space on the street. We hope you enjoy your visit to our Downtown!
Free Parking
- Enjoy free parking at all metered spaces from 5 pm to 9 am daily and on weekends from 5:00 pm Friday to 9:00 am Monday.
- Parking is free on all City holidays.
- Parking is free in the parking decks from 6:00 am to 2:00pm Sunday.
Holiday Parking Program
- Friday November 28, 2025 through Sunday, December 28, 2025.
- Free parking each weekend, commencing at 5:00 pm Friday evenings and all day Saturday and Sunday in the
- University District Parking Deck, the
- Arts & Entertainment Deck, and the
- Hub City Garage.
- Paid parking will resume each Monday morning at 6:00 am.
Parking at the street meters and parking lot meters will continue to be free after 5PM on weekdays; every Saturday and Sunday; and on City holidays.
Full parking operations will resume on Monday, December 29, 2025.

- How do I pay for a parking ticket?

Parking tickets may be paid at our Customer Service Center located at 32 N. Potomac St. this location offers designated parking for walk in service, a drive thru and a drop box. You may also pay online.
- How do I purchase a monthly parking pass?

Monthly parking passes for the decks and parking lots may be purchased at our Customer Service Center located at 32 N. Potomac St. this location offers designated parking for walk-in service.
- What do I do if there is a boot on my car?

If your vehicle has been immobilized it is because you have at least THREE or more outstanding parking tickets and the third ticket has now gone over 30 days past due. To have the boot removed you must pay ALL of your outstanding fines plus a $100.00 boot fee. Payments are made at our Customer Service Center located at 32 N. Potomac St. 8AM to 4PM.
Once full payment has been received and the parking office is notified by the cashiers, an enforcement officer will be dispatched to remove the boot from your vehicle.
