City Administrator

Chief Administrative Officer
The City of Hagerstown Mayor and City Council appoints the City Administrator to serve as the chief administrative officer of the City. The City Administrator receives direction from the Mayor & City Council and is responsible for the day to day management of city operations as assigned under the City's Charter. 

The City Administrator's primary responsibilities include:
  • The direction of and oversight of city operations.
  • The preparation and submission of an Annual Budget and Capital Improvement Program to the Mayor & City Council.
  • Interacting with the public on City projects, operations, and community needs.
  • Advising Council on the financial condition and future needs of the City and providing recommendations to the Council concerning the affairs of the City.
  • Seeing that all laws, provisions of the charter, and acts of the Council are faithfully executed.
Valerie Means
The current City Administrator for the City of Hagerstown is Valerie Means, who took over the position in June 2015.  Ms. Means is an experienced administrator with an emphasis in accounting, finance, and human resources in both the public and private sector.  Over the past twenty years she has demonstrated a positive track record in leading key municipal and corporate operational functions.  Her expertise is in correcting inefficiencies through the valuation of standard operating procedures and implementation of process improvements.  Her previous municipal experience was in Weirton, West Virginia where she served for nearly fifteen years, starting as the City's Director of Finance and then becoming the City Manager.  She served as Weirton's City Manager from 2011 until her recent move to Hagerstown.  Her corporate experience was gained while working in nearby Pittsburgh, Pennsylvania at Federated Investors as a mutual fund analyst early in her career.  Between her time as the City of Weirton's Director of Finance and its City Manager, she worked for Comcast Cable Communications, Inc., also in Pittsburgh.  There she worked as a finance manager and auditor.  She received her degree from Franciscan University in Stubenville, Ohio.
