and an amended vendor code are all part of the new rules in effect as the City
of Hagerstown’s 2019 park season opens.
standard hours of operation for all 21 City-owned parks has changed from
6am-10pm to “sunrise to ½ hour after sunset”.
This is consistent with other jurisdictions in the area. Parks with lighted athletic facilities will be
permitted to stay open longer, as will City Park during special events such as
movies, concerts, and ghost tours. All “welcome”
signs in each park clearly display the change in hours.
smoking has been prohibited in the City’s parks since 2013, a recent amendment
to Chapter 173 of the Code now adds all tobacco products, vaping, electronic
cigarettes, and/or the ingestion of vaporized or inhaled aerosol products to
that prohibition. The only exceptions to
the rule are the Greens at Hamilton Run golf course and portions of Municipal
Stadium. All “no smoking” signs in each
park clearly display the change in policy.
173 and 176 have been amended to forbid individuals or organizations from
offering sales or services to park patrons unless they are part of a
City-approved special event. All “welcome”
signs in each park now provide a QR-code enabling access to details of this change
and all park rules via smart phones.
City staff remodeled the restrooms at City Park over the winter. New fixtures, lights, and flooring have been
installed. The restrooms should be open
in the next few days. The City
apologizes for any inconvenience this may cause in the interim.
