Urban Improvement Project Work Schedule Ramps Up


As the Urban Improvement Project (UIP) approaches a critical stage in the construction process, the need to concentrate time schedules to meet completion deadlines has arrived.  That means crews will be working longer days and nights in order to accomplish their tasks by the target dates at Barbara Ingram School for the Arts (13-17 S. Potomac Street), The Maryland Theatre (21 S. Potomac Street), and the Schmankerl Stube (58 S. Potomac Street).


In addition to the private investment-related labor, the City of Hagerstown is working on extending the Cultural Trail and creating a public plaza by the District Courthouse between S. Potomac and W. Washington Streets.  In preparation, the City is coordinating with various utility providers to bury the overhead lines to ensure the viewing aesthetics in that area.


As such, the City has approved structure and private investment work to take place between 6am and 6pm, and utility work to be done between 6pm and 6am. Occasionally, it will be necessary to extend hours.


Completion of construction for the downtown projects is as follows:  October of 2019 for The Maryland Theatre, the fall of 2019 for the Schmankerl Stube expansion, and early 2020 for the Barbara Ingram School for the Arts expansion.


The City of Hagerstown recognizes that the construction times and noise may cause some disruption and asks for the public’s patience during this time of progress.
