The concept of this park was originally approved by Mayor and Council in December 2010. City staff constructed the park in phases in 2013 and 2014. The intent of the park is to create an outdoor space that honors citizens who have contributed to the community in significant ways and to remember important events in the City’s history. Based upon recommendations to the Mayor and Council by the ‘Circle of Achievement Inductee Review Committee’ and pursuant to compliance with criteria for candidacy established by the Mayor and Council on May 27, 2014, the Circle of Achievement” honors people related to Hagerstown that have made significant contributions.
