Home Rehabilitation Assistance Programs

The City of Hagerstown is committed to the revitalization of our neighborhoods. Part of that commitment includes  the promotion and administration of several home rehabilitation programs. These programs are offered to assist qualified homeowners and landlords with making needed repairs and improvements to their properties. The Department of Community and Economic Development currently administers the following programs:
  • Emergency Repair Grant Program -  The City of Hagerstown has emergency repair grants available to qualified homeowners. An "emergency repair" is defined as a situation that is life threatening, or one that prohibits someone from living in a decent, safe, and sanitary conditions.
  • Maryland Lead Hazard Reduction Grant and Loan Program - Assistance is available  to qualified homeowners to help eliminate lead paint hazards in homes built prior to 1978. Some examples of improvement include door and window replacements and/or repainting, encapsulation, and other approved lead-based paint removal methods. Both homeowners and investment property owners may apply. There are no income limits for this program.
  • Maryland Housing Rehabilitation Program (MHRP) - This program is funded by the State of Maryland and administered by the Maryland Department of Housing and Community Development. It provides loans to qualified homeowners or landlords for a wide range of rehabilitation and general home improvements. Some applicants may qualify for payment deferment.
  • Neighborhood Facade and Exterior Improvement Program - This program provides assistance to improve the exterior appearance of homes and mixed-use buildings in targeted neighborhoods within the City. Some examples of eligible upgrades include roof repairs, restoration of historical features, and door/window replacements. Both Homeowners and Investment Property Owners may apply.
  • Single Family Rehabilitation Loans and Residential Rental Rehabilitation Loans

    - In need of comprehensive renovations to a single family structure or a multi-family structure? Your project may qualify for a low interest loan through the Department of Community and Economic Development. Loan funding is contingent upon Hagerstown Loan Review Authority approval and subject to funding availability. Federal CDBG income requirements apply. Please contact the Department of Community and Economic Development to request an application.
