The lobby and customer service area of City Hall will be closed to the public until further notice.
This cautionary action is being taken in response to a positive COVID-19 test result for a first floor employee. While public exposure to the employee was negligible, pending additional test results and a deep, thorough cleaning of the lobby and customer service area, access to City Hall will be limited to appointment only.
During the closure, customers will only be able to make payments online. Making payments over the phone will not be an option during this time. Please be advised that emails sent to firstname.lastname@example.org will be monitored; however, replies will likely be delayed.
Onsite public meetings in the Council Chamber on the second floor remain on as scheduled.

While the pandemic continues, please consider doing your business with the City online, through email, through the mail, or over the phone.
In addition to our ultra-convenient Online Services portal that enables you to pay bills and check the status of permits and jobs, many forms and applications for Utility Billing and Planning & Code are available on our website too.
City Hall’s regular business hours have not changed; but as the Centers for Disease Control and Prevention (CDC) has indicated, limiting contact with as many people as possible in as many public places as possible is highly recommended as a way to mitigate the spread of COVID-19.
The City encourages you to exercise every possible precaution in an effort to ensure that you and our employees remain healthy.
Electric Residential Service
For City of Hagerstown customers requiring assistance with electric service applications and transfers, applications are available both on our website and in packets staff have created and placed by the front door of City Hall.
While there are no cut-offs currently for delinquent accounts (per the governor), we encourage you to be proactive and set up a payment plan now if you are behind on your bill. Please exercise fiscal responsibility as the grace period is only temporary. Thank you in advance for your cooperation.
