The City of Hagerstown is committed to working with property owners and residents to protect public health, safety and welfare in our residential structures and premises and the quality of life and property values in our neighborhoods. The City's Property Maintenance Code is the City's minimum livability code, consistent with State law. The City's neighborhood services inspectors use this code when inspecting licensed rental properties and when violations are observed or reported on any residential property in the city. To assist property managers in understanding this minimum livability code, the below graphic provides a link to the detailed inspection checklist used by City staff when undertaking rental property exterior inspections.
