Making Hagerstown Home
Hagerstown's Mayor and City Council believe that homeownership is the key to improving neighborhoods, strengthening families, stimulating economic growth, and stabilizing the local workforce. This belief fuels an ongoing commitment to programs that make homeownership accessible to our diverse citizenship. The Department of Community and Economic Development currently administers the following programs for those looking to live in Hagerstown:


City Center Residency Initiative  - This program provides incentives for both renters and those on the path to homeownership in the City Center.

Hagerstown Homeownership Program - The Homeownership Program provides affordable homeownership opportunities to income-eligible households.

City-Wide Down Payment and Rehabilitation Program
 - Assistance is available for down payment, closing costs, rehabilitation in conjunction with a home purchase, or a combination of both within the City of Hagerstown. There are no income limits for this program, but other eligibility rules apply.
