Investing Resources
The Community Development Department is committed to advancing our city by investing resources throughout Hagerstown. This is accomplished through:
- Homeownership programs that acquire and rehabilitate substandard houses for resale to low and moderate income buyers.
- Single Family home rehabilitation programs that provide low interest loans to income eligible residents to make improvements to their homes.
- Multi-Unit rehabilitation programs that provide low interest loans to rental property owners with income eligible tenants to make improvements to their property.
- Public Facilities and Improvement programs that acquire, construct, rehabilitate, and support public facilities and provide handicap access for infrastructure and city facilities.
- Commercial Rehabilitation programs that provide loans for rehabilitating deteriorated commercial properties, for more information contact our offices.
- Public Services support programs that provide block grant funding to operate and improve Hagerstown's public service organizations.
The department is principally funded by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program.
