The City Center Residency Initiative is aimed to entice you to live and invest in a City Center home. There are two incentive options to accommodate those looking to purchase or rent a home.

Rental Incentive Program Guidelines:

  • $150 or $300 per month* towards rent for one year
  • One incentive offered per dwelling unit
  • Incentive paid directly to the landlord
  • Application must be approved before move-in
  • Incentive applies to new residents moving in to program area
  • One-year written lease is required
  • Incentive is re-captured according to scale if tenant leaves program area before one year
  • Secured by a promissory note

*$300 per month for Rental Incentive Priority Area, $150 for surrounding Residency Initiative Area See map

Rental Property Requirements:
  • Located within program boundaries (see map)
  • Free of Code violations
    • Subject to a Code inspection by the City of Hagerstown
  • Current on all taxes
  • Registered with the City and State
  • Rent must reflect reasonable rate
    • Determined by amenities, comparable properties, HUD standards, etc.

Down Payment/Rehab Incentive Program Guidelines:

  • $10,000 can be used toward down payment or select home rehabilitation
  • Secured by a mortgage
  • 0% interest, no payments
  • Loan is forgiven if home is maintained as primary residence for 5 years
  • Loan is re-captured if homeowner sells or transfers home before 5 years
  • Incentive can be split between down payment and rehab
  • Rehab work must be completed in conjunction with purchase
  • One incentive offered per dwelling unit

Eligible Rehab Work:
  • Window replacement
  • Electrical upgrades
  • Exterior paint or siding
  • Roof replacement/repairs
  • HVAC updates/replacement
  • Bathroom additions
  • Room additions
  • Kitchen upgrades
  • Work must be completed by licensed contractor
  • Compliance with local, state and federal Codes and regulations

Eligible Applicants for City Center Residency Initiative Programs:
  • Recent college graduate (within last year)
  • Active duty military or honorably discharged within last year
  • Full-time USMH staff
  • USMH students enrolled in a degree program
  • Full-time HCC students enrolled in a degree-seeking program (minimum 12 credit hrs/semester)*
  • Part-time HCC students (minimum 6 credit hrs/semester) enrolled in a degree-seeking program who currently maintain full-time employment*
  • Full-time local, county, state or federal government employees
  • Degree-holding professionals with full-time employment
  • Households with income exceeding 80% of area median

*Maximum of five (5) total dwelling unit rental incentives are available under the HCC qualifying categories
