Site Plans
A site plan is required for all development except single and two-family one lot homes. If the project involves a disturbed area of greater than 5,000 square feet, a Full Site Plan is required. This will require that a registered engineer or surveyor prepare a site plan in compliance with the site plan checklist established by the Planning Office. For a project involving less than 5,000 square feet, a Minor Site Plan is generally all that is needed. This can be approved without Planning Commission approval.

Projects under 500 square feet do not require a Minor Site Plan; however, scaled drawings of the project are required for building permits.

Plan Review
The Planning Office reviews the plan to make sure it is consistent with the City's Land Management Code. In addition to being reviewed by Planning, site plans are routed to various agencies for review and comment. These review agencies include, but are not limited to, City Engineering, City Water Division, City Wastewater Division, Hagerstown Light Department, Hagerstown Fire Marshal, Washington County Soil Conservation, MD State Highway Administration, Columbia Gas, and Potomac Edison. Which review agencies receiving plans for comment depends on the size, complexity, and circumstances of the project.   

Timeframe for Approval
The City of Hagerstown boasts shorter plan review times when compared to other jurisdictions in the region. Depending on the size, complexity, and circumstances of a project,a Minor Site Plan is typically approved in 3 to 6 weeks, while a Full Plan Site is typically approved in 7 to 10 weeks.
