Strengthen The Neighborhood
Based on the City of Hagerstown’s belief that strengthening our citizenship strengthens us, Neighborhoods 1st is designed to empower citizens to participate in local government and to take responsibility for the well-being of their neighborhoods. In order to achieve this, the City works to create and partner with a network of neighborhood groups to identify, plan, and implement improvements in their neighborhoods. The opportunity to share best practices with other groups comes monthly at the Neighborhoods 1st Network Meetings.

Program Goals

  • Improve lines of communication between the city and its citizens
  • Empower residents to transform their communities

Successful Collaborative Neighborhood Projects Include:
  • Block parties
  • Crime prevention
  • Park pavilion, play equipment, murals
  • Street repaving, traffic calming devices, additional lighting
  • Tree plantings, landscaping, neighborhood clean-ups
