Hagerstown's Mayor and City Council believe that homeownership is the key to improving neighborhoods, strengthening families, stimulating economic growth, and stabilizing the local workforce. This belief fuels an ongoing commitment to programs that make homeownership accessible to our diverse citizenship.

Hagerstown Homeownership Program
The City's Homeownership Program provides affordable homeownership opportunities to income-eligible households with good or improving credit. The city purchases houses to rehabilitate and then resells them to qualified buyers. Homes sell for the appraised value after rehabilitation.

A down payment of $500 is required which is applied toward the purchase price of the house. Buyers apply for the program through the Community Development Department. The department reviews applications and responds within two weeks.
