The city encourages citizens to get involved and participate in the development and enhancement of the city and the community in which they live and work. Snow Angel Program

The City of Hagerstown is looking for individuals with limited mobility or a disability who require assistance clearing their sidewalk after a winter event and individuals that are willing help clear their sidewalk for them.  However, the clearing of snow or ice is ultimately the responsibility of the property owner.

The Snow Angel program facilitates the exchange of contact information between those individuals in need of assistance and those willing to assist. Individuals requiring assistance must live within the city limits and unable of cleaning their sidewalk.  
The City requirement for snow/ice removal is that all sidewalks be cleared of ice and snow condition within 10 hours after the precipitation ends.  A clear path must be at least 48” or the entire width of the sidewalk, whichever is less.
