Hagerstown Citywide Collection System Rehabilitation

PROJECT PURPOSE: This project is summarized as sanitary sewer rehabilitation at various locations throughout the City, including open cut point repairs of mains & laterals, cured-in-place lining of mains, sewer lateral lining utilizing the LMK T-Liner process with vacuum excavated cleanouts, manhole rehabilitation and construction of new manholes. The purpose of this work is to eliminate Inflow and Infiltration (I/I) from our Collection System, thus eliminating unwanted groundwater and runoff from the treatment process.

PROJECT AREAS: The rehabilitation will take place in four (4) sanitary sewer districts including:
District # 7 – includes areas between Washington Street, Franklin Street and Potomac Avenue
District # 8 – includes areas between Prospect Street and Summit Avenue
District # 9 – includes Manor Drive, Radcliff Avenue, Tracy’s Lane, Cleveland Avenue, Cannon Avenue, Memorial Blvd, Mill Street, Antietam Street and Dual Highway.
District # 12 – includes Grand Oak Drive, areas between Kenly Avenue and Luther Drive and areas between South Potomac Street and Maryland Avenue.

PROJECT BUDGET: The project was budgeted is $3,050,000 - $1,422,560 ARRA Grant Funding, $800,000 Bay Restoration Grant Funding and $827,440 in 0% interest free loan from MDE.

CONTRACTOR: Miller Pipeline Corporation was awarded the contract.

PROJECT SCHEDULE: The approximated starting date for construction is April 26, 2010. The project scheduled completion date is approximately November 1, 2010.

PUBLIC NOTIFICATION: The contract and their sub-contractors will deliver notification to the residents approximately 48 hours before beginning work in affected neighborhoods. The sub-contractors may request residents to conserve sanitary sewer discharges during short periods of time when the contractor is working in a specific neighborhood. We will continually update the website when there are new events to report.

TRAFFIC DETOUR & Road Closures: The traffic control will change over the course of the project. Detours will be posted accordingly and the City will make every effort to keep the streets open to residents, most of these tasks will be completed within a 24 – 48 hour period and should not require any long term detours or road closures.
