Purchase Power allows HLD to recoup it’s cost for “buying” power to distribute to it’s customers. HLD is a non-profit organization and only collects these monies to recover it’s purchasing costs. The amount that is spent by HLD to obtain electricity for it’s customers is spread across the spectrum of users. Each end user’s consumption is weighed against the others’ and against the amount of money charged to HLD for the purchasing of power. This cost is then spread across the customer spectrum based on usage.
