HLD CFL Residential Light Bulb Giveaway for Low-to-Moderate Income HLD customers.

  • Each qualifying HLD customer will receive 2-13W bulbs and 2-23W bulbs to replace incandescent bulbs in the home.
  • Do I qualify? To qualify, your annual household income must be less than $64,000/yr and you must be a current HLD customer.
  • How do I get my bulbs? Come to the Customer Service Desk at City Hall with an HLD electric bill to prove you're a customer of HLD and simply ask about the program. Show the customer service representative your bill stub and answer a simple "yes or no" question about your eligibility. If you qualify based on the low-to-moderate income requirement, the bulbs are yours. It's that easy!
  • Light bulbs will be distributed on a first-come first-serve basis and will be available until December 1st, 2010 or while supplies last.
  • The grant providing the funds for this project was made possible by the Maryland Energy Administration's Empowering MD Clean Energy Communities Program.

Hagerstown Light Department

Welcome to the City of Hagerstown’s Light Department (HLD) website. Here you will be able to find answers to commonly asked questions as well as certain facts and figures you can use to better understand how we operate and serve you, the citizens of Hagerstown.

For more than 75 years, the Hagerstown Light Department has been dedicated to providing safe and reliable electric power to our customers, at the most economical cost available, while endeavoring to provide the best reliable service possible. We are made up of 40 exemplary employees from administration, clerical, lineworkers, maintenance, and engineering personnel that are here to keep your lights on.

The Hagerstown Light Department is a publicly owned municipal electric utility, serving more than 17,500 customers within the corporate limits of Hagerstown with a peak demand of 79.8 Mega-Watts. Over 385,000,000 kilowatt hours are purchased at wholesale and distributed throughout our service territory annually. We are a self-supported City of Hagerstown Enterprise Fund utility, with our total costs for operation derived through our electric rate structures. Being publicly owned means being publicly aware. Our customers, who are also our owners, are our top priority. With that in mind we have always strived to maintain some of the lowest rates in the region. Low rates not only save you money directly, by way of lower monthly electric bills, but also decrease electric costs for publicly owned buildings, thereby helping to keep taxes as low as possible. We also provide $400,000 to the City Community Betterment Fund, which was established to provide direct improvement of the quality of life for all citizens of Hagerstown.

We're here to serve you. If you have suggestions or questions, please do not hesitate to contact us.
