| Purchasing Purchasing/Insurance The City of Hagerstown Maryland consists of 14 departments with an annual budget of approximately 70 million. The Purchasing/Insurance Department provides many services including the procurement of materials, supplies, equipment and services. The department administers the Property and Casualty Insurance Programs including claims. Also included is the operation of a central stockroom for the acquisition and dispersal of commonly used commodities and operating materials, and the disposal of surplus property and equipment. Purchasing The department administers a centrally operated purchasing program to acquire materials, goods and services for the various municipal departments at the lowest possible cost consistent with the quality and quantities required. Contracts and purchases over $5,000.00 that require public advertising for competitive bidding are listed in the legal advertisement section of the Herald Mail Newspaper, Hagerstown, Maryland. All contracts are awarded through competitive bidding or negotiation, or through processes established by the City Code or Maryland Law.
