Crime Lab

The Western Maryland Regional Crime Laboratory is staffed by Forensic Chemist Jeffrey Kercheval and Forensic Laboratory Specialist Susan Blankenship. A wide variety of forensic examinations and analyses are conducted in the laboratory, including the identification of suspected controlled, dangerous substances, fingerprint examinations, special photographic applications, and the evaluation of various types of physical evidence. The laboratory houses a chemical laboratory, biohazard control laboratory and photographic darkroom. Analyses are performed for the Hagerstown City Police Department, the Washington County Sheriff's Department and the Washington County Narcotics Task Force. An integral part of the Department's Major Felony Team, Crime Lab personnel play a crucial role in the identification, documentation, collection, preservation and analysis of physical evidence present at crime scenes. The laboratory also prepares court exhibits for use in the adjudication of these cases.

Laboratory personnel testify as "expert" witnesses in court regarding the examinations and evaluations they perform. Forensic Chemist Kercheval and Forensic Specialist Blankenship are Maryland State Certified Forensic Chemists. Both are members of the MidAtlantic Association of Forensic Scientists, a professional forensic organization consisting of federal, state, local, academic and private forensic experts.

The laboratory staff is also responsible for maintaining the Hagerstown City Police Department's evidence facility. This includes logging, tracking and disseminating evidence submitted by officers in connection with criminal cases, tracing firearms and determining the final disposition of items of evidence following adjudication of cases.

The laboratory staff serve as instructors for the Western Maryland Police Academy. Additionally, they instruct numerous inservice training programs for the department.

Laboratory personnel are qualified as expert in crime scene reconstruction, estimation of time of death, blood stain interpretation, fingerprints and forensic chemistry.
