Legacy Projects
In 2001, the City of Hagerstown submitted a 5-year plan for revitalization
of "Old Town Hagerstown" to the State's Community Legacy Program.
This plan included housing incentives, neighborhood streetscape improvements,
downtown A&E District anchor development, downtown streetscape improvements,
and downtown commercial incentives. The City received a $676,000 Community
Legacy award for five of the projects proposed in our revitalization plan.
The following is a progress report on those projects of the 5-year plan
which were funded:
- Housing Incentives $500,000 Community Legacy award for
a Home PRIDE Aquisition/Rehab Loan Program, Purchase Loan
Reduction Program, and Home Improvement Program. Complete.
- Neighborhood Streetscape Improvements $110,000 Community Legacy
award for Project Park Inside grant program for garage demolition
and off-street parking construction. Committed.
- Downtown Streetscape Improvements $26,000 Community Legacy
award for enhancements to intersection of S. Potomac Street and Antietam
Street in downtown A&E District. Complete.
- Downtown Commercial Incentives $40,000 Neighborhood Business
Development Program award for a Facade Restoration Grant Program. The Economic Development Director is working with prospects for 3 - 4 projects.
In 2002, the City received a $750,000 Community Legacy award for the USM
Open Space Project.
Complete.
In 2003, the City received a $20,000 Community Legacy award for the
School for the Arts feasibility study complete.
In 2004, the City received a $50,000 Community Legacy award for the Massey Redevelopment Project.
In 2005, the City received an $85,000 Community Legacy award to adaptively re-use
the historic Washington County Alms House.
In 2006, Meda's Rehab & BISFA Facade - $115,00 each.
In 2007, Upper Floor RLF - $100,000.
