Transportation
The principle transportation goal of the City
of Hagerstown is to provide for rapid, safe, and efficient movement of people
and goods in the Hagerstown area. In order to achieve this goal, the Plan
identifies the following policies.
- Complete road improvements to provide needed
connections between Hagerstown neighborhoods and other important destinations
Studies should be undertaken of the City's key radial and circumferential
roadways to determine if these roads efficiently handle existing and
projected regional traffic volumes and to recommend improvement programs.
Connections need to be improved between the North and West Ends, the
West and South Ends, and Wesel Boulevard and downtown. To improve traffic
flow in the region, the County should consider adopting a policy to
require road network connections between subdivisions as an alternative
to feeder road improvements.
- Develop additional close-in bypass routes
around the downtown core.
As a means of diverting through-traffic from the downtown core, the
Plan suggests three bypass routes: North Avenue, Cannon Avenue, and
Mill Street; Church Street and Cannon Avenue; and Antietam Street.
- Increase the amount and improve the appearance
of downtown off-street parking.
Most current parking improvement proposals apply primarily to the downtown
area. These improvements should be implemented consistent with the Downtown
Enhancement Plan.
- Improve intra-County transit service.
In planning new economic development projects that will draw large volumes
of customers and employees in the Hagerstown region, the City and County
should insure in the development review process that design consideration
is given to transit accessibility.
- Incorporate a transportation theme into the
Heritage Tourism program.
Because of the significance of railroads and other transportation modes
in Washington County, Hagerstown and the County should investigate ways
of utilizing them in programs for tourists and visitors.
- Improve pedestrian and bicycle access in the
region.
Trails should be developed along Maryland Route 64 from Hagerstown eastward,
Maryland Route 60 northeastward, the Downsville Pike from downtown southward,
and U.S. 40 westward from the City.
- Encourage ride-sharing amongst Hagerstown
commuters.
The park-and-ride lots along I-70 at MD 65, MD 66, and U.S. 40 and along
I-81 at MD 58 should be maintained as attractive and convenient locations
for commuter nodes around Hagerstown.
