| Water and Sewer Requests In 2002, the City of Hagerstown adopted an Annexation Policy which requires properties located outside the corporate boundaries to annex into the City as a condition of receiving City water and sewer service. Applicants requesting City water and sewer service, who are located outside the City and within the Hagerstown Medium Range Growth Area, must submit an application form and review fee to the City’s Planning Office. The staff review the request for consistency with the Annexation Policy and usually requires, as a condition of receiving City water and/or sewer service, annexation for contiguous properties and submission of a pre-annexation agreement for properties which are not contiguous to the corporate boundary. The pre-annexation agreement binds the property owner to annex into the City if the City’s corporate boundaries extend to the property in the future. Persons seeking an exemption from these requirements may request review by the City's Annexation Review Committee. Persons aggrieved by a decision of the Annexation Review Committee may appeal the decision to the Mayor and City Council of Hagerstown.
