Rules and Regulations
The following rules govern the use of the City of Hagerstown park properties and facilities by members of the public. These rules define the general privilege of use relating to the parks and recreation facilities and do not create rights of use. The Department of Parks & Recreation retains the authority to modify these rules at any time, and the Parks Superintendent is authorized in his or her discretion to revoke, suspend, or modify any person’s privileges of use upon good cause.
- Alcoholic beverages are prohibited.
- Glass containers are prohibited.
- Gambling of any kind is prohibited.
- Any motorized vehicles, motorized scooters, mopeds or any other like recreational motorized devices are prohibited.
- Bicycles, skateboards, rollerblades, etc, are only permitted in designated areas.
- Swimming and boating are prohibited in any body of water.
- Fishing is prohibited in any body of water except at Pangborn Park; State laws must be adhered to.
- Overnight camping is prohibited.
- Operation of hot air balloons, model and other aircraft, model rockets, remote controlled vehicles, etc, are prohibited.
- Noise level restrictions will be enforced.
- Smoking is prohibited in all enclosed buildings.
- Soliciting or loitering is prohibited.
- Fires may be built only in designated grills or fireplaces. All other
fires are prohibited.
- Litter and refuse are to be placed in proper receptacles by the User.
- Firearms, bows and arrows, devices creating a fire hazard, hunting,
trapping, disturbing the wildlife, etc, are prohibited.
- Interference with employee and/or volunteer duties is prohibited.
- Inappropriate or indecent conduct, harassment and/or language that
create a public nuisance are prohibited.
- Use of illegal drugs and weapons is prohibited.
- Parking or driving on turf or unauthorized areas is prohibited.
- Alteration or installation of equipment (volleyball nets, etc) is
prohibited.
- Metal detectors are prohibited.
- Defacing of property (indoors or outdoors) is prohibited. Staples,
nails, etc are prohibited.
- Any other conduct that may jeopardize the safety of others is prohibited.
- Pets are permitted in designated areas only and must be on a lead and in full compliance with animal control laws. Pets are not allowed in pavilions or on athletic fields, courts or playgrounds.
Any person who violates any of the foregoing rules shall be deemed guilty of a misdemeanor and shall be liable to a fine of not more than $500.00 or imprisonment or both, in accordance with Section 2-9 of the Code of the City of Hagerstown.
