Benefits Employment with the City of Hagerstown offers many advantages, some of which are listed below. All employees have equal access to benefits, and there is no disparity in benefits, compensation or other privileges of employment based on sex, race, age, religion, national origin or disability. Paid Holidays Employees receive a total of 12 paid holidays and 2 personal days each year. Vacation Upon successful completion of the six month probationary period, a new employee will begin to earn vacation hours, and will have available a total of five (5) vacation days on his or her one-year anniversary. Thereafter, vacation will be measured on a calendar-year basis with vacation earned as follows:
Health Insurance A Preferred Provider Network (PPN) medical program with prescription card benefits is provided for full-time, active City employees, with the employee's individual coverage premium paid by the City. The employee contributes 50% toward any desired dependent coverage. Dental Insurance Employees can choose from two dental programs according to their needs. The Level Dental Plan consists of the basic elements of preventive and restorative dentistry. The Preferred Dental Plan provides enhanced benefits including periodontia and orthodontia treatment. Full-time, active employees are covered by the Level dental plan at no cost. The Preferred Plan is offered to employees with a required premium contribution. Both plans are available to dependents with the additional premium paid by the employee. Flexible (pre-tax) Benefits Premium Conversion is an automatic pre-tax benefit that helps reduce the impact of insurance premiums. Flexible Spending Accounts provide pre-tax dollars for eligible medical expenses not covered by insurance, as well as dependent care (day care) expenses. Life Insurance A life insurance plan with the principal sum of $15,000 and an accidental death and dismemberment benefit of the same amount is available at no cost to all full-time active employees. E.A.P. Program The City's Employee Assistance Program provides free and confidential assessment services and short-term counseling to employees and dependents who are experiencing emotional, physical or financial problems that may be affecting their personal well-being, as well as their job performance. Sick Leave Employees begin earning sick leave on a monthly basis, at the rate of one day per month. Beginning with the employee's second January 1st of continuous employment, fifteen (15) days of annual sick leave is credited to the employee for that year, and each January 1st thereafter, up to a maximum accumulation of 145 days. Family Leave The objective of the City's family leave policy is to help employees balance the demands of the workplace with family responsibilities. The program allows the use of five (5) sick days per year to care for immediate family members who are ill and provides up to 12 weeks of unpaid family or medical leave that can be used following the birth or adoption of a child; to care for a seriously ill child, spouse, or parent; or due to a serious illness which makes the employee unable to work. Retirement Non-Public Safety employees participate in the Maryland State Pension System, a non-contributory defined-benefit retirement program. Service retirement with full benefits is 30 years, or when the employee meets other age/minimum eligibility service criteria. Sworn police and fire (Public Safety) personnel participate in and contribute a portion of their salary to a city funded plan with a 25-year service requirement. Educational Assistance The City sponsors an educational assistance program for job-related college courses and/or degrees. The program provides for tuition and textbook expenses for courses approved in accordance with the program guidelines. Deferred Compensation The City offers employees the opportunity to participate in this federal tax-free, long-range savings program available exclusively to municipal employees. Participants are provided with a variety of investment choices. Direct Deposit of Pay With today's technology, the distribution of pay through direct deposit is safer and more convenient for employees, as well as cost effective for employers. Therefore, the City has a mandatory direct-deposit of payroll policy for new employees. After the first year of employment, the employee may choose to continue direct deposit or elect to receive a manual check. Credit Union City employees and their immediate family members are eligible for membership in the Bulldog Federal Credit Union located at 580 Northern Avenue, Hagerstown, Md.
