Employee Benefits

Employment with the City of Hagerstown, offers many advantages, some of which are listed below. All employees have equal access to benefits, and there is no disparity in benefits, compensation, or other privileges of employment based on sex, race, age, religion, national origin, or disability. Paid Holidays

Employees receive a total of 12 paid holidays and three (3) personal days, if employee is hired prior to July 1st and one (1) personal day if hired after July 1st.

Vacation

The following description applies to regular, full-time active employees. Upon successful completion of six months of continuous service, a new employee will begin to earn vacation hours.

6 months – 5th year 10 vacation days
6th year anniversary 15 vacation days
10th year anniversary 20 vacation days
18th year & over 25 vacation days

Health Insurance

The City offers multiple healthcare plans through the Carefirst Blue Cross Blue Shield Network. The plans offer coverage from 100% with a copay to a high deductible plan with a Health Savings Account (City contribution of $500 annually). Coverage levels are subject to using in- network providers. Prescription coverage is based on the medication prescribed. Prescription copays are $6 for generic, $24 for formulary brand name medications and $42 for non-formulary medications. Copays are subject to a schedule based on the cumulative prescription cost per individual. Mail order is available for cost savings.

Dental Insurance

Employees can choose from two dental programs according to their needs. The Level dental plan consists of the basic elements of preventive and restorative dentistry. Preferred dental provides enhanced benefits including periodontal and orthodontia treatment. Full-time active employees are covered by the Level dental plan at no cost. The Preferred plan is offered to employees with a required premium contribution. Both plans are available to dependents with the additional premium paid by the employee. If the preferred plan is chosen, enrollment for two years is required.

Voluntary Benefits

City employees are eligible to enroll in several voluntary benefit plans. Vision, supplemental life (with a one time guarantee issue of $150,000 for employee, $25,000 for spouse), critical illness, long term disability and accident insurance are offered to employees at group rates. The employee pays 100% of the premium.

Flexible (Pre-Tax) Benefits

Premium Conversion is an automatic pre-tax benefit that helps reduce the impact of insurance premiums. Flexible Spending Accounts provide pre-tax dollars for eligible medical expenses not covered by insurance, as well as dependent care (day care) expenses.

Life Insurance

A principal sum of 1 x annual base salary with an accidental death and dismemberment benefit of the same amount is available at no cost to all full-time active employees.

E.A.P. Program

The City's Employee Assistance Program provides free and confidential assessment services and short-term counseling to employees and dependents that are experiencing emotional, physical, or financial problems that may be affecting their personal well-being, as well as their job performance.

Sick Leave

Employees earn sick leave on a monthly basis, at the rate of one day per month/12 days per year, up to a maximum accumulation of 145 days.

Family Leave

The objective of the City's family leave policy is to help employees balance the demands of the workplace with family responsibilities. The program allows the use of five (5) sick days per year to care for immediate family members who are ill, and provides up to 12 weeks of unpaid family or medical leave that can be used following the birth or adoption of a child; to care for a seriously ill child, spouse, or parent; or due to a serious illness which makes the employee unable to work subject to the Family and Medical Leave Act (FMLA).

Retirement

Regular city employees who work a minimum of 500 hours annually are eligible to participate in the MD State Retirement System which is a Defined Benefit program. Safety Personnel (fire and police) have a separate retirement plan that provides a maximum benefit of 60% of the final average salary with 30 or more years of service.

Deferred Compensation

The City offers employees the opportunity to participate in this federal tax-free, long-range savings program available exclusively to municipal employees. Participants are provided with a variety of investment choices, and may contribute up to a maximum amount that is indexed annually.

Direct Deposit of Pay

With today's technology, the distribution of pay through direct deposit is safer and more convenient for employees, as well as cost-effective for employers. Therefore, the City has a mandatory direct-deposit of payroll policy for new employees. After the first year of employment, the employee may choose to continue direct deposit or elect to receive a manual check.

Credit Union

City employees and their immediate family members are eligible for membership in the Bulldog Federal Credit Union located at 580 Northern Ave, Hagerstown, MD.The Credit Union offers a full range of services, including free-checking and competitive loan rates.
