Program Overview:

This program provides affordable home improvement loans to income qualified homeowners located within the City limits. The Maryland Housing Rehabilitation Program (MHRP) is a state program that is administered by the City of Hagerstown's Department of Community Development. Health, safety, structural, and code violations will receive first priority before general improvements can be considered. Most improvements are eligible under this program; however, general property improvements (MHRP Eligible Work Items) are limited to no more than 40% of the amortizing loan.

Determining Eligibility & Interest Rates:

The interest rate is determined by yearly household income and household size. To determine the interest rate, refer to the income limit chart. First identify the household size (left side column), then locate the income (using the column to the right). The interest rate is located at the bottom of each category. The following are examples of a household size of 4 persons:

  • If the household income is under $39,550, borrowers are eligible for a deferred loan (only if they can't afford to make a payment).
  • If the household income is more than $39,550 and under $47,460, the interest rate will fall between 0 and 4.5%.
  • If the household income is more than $47,460 and under $63,280, the interest rate will fall between 4.5% and 7%.
  • Note: If the income is over $63,280 (family of 4 persons) homeowners are not eligible for the program and are considered over income for this program.
