Homeownership
The City of Hagerstown is committed to increasing the homeownership rate. According to the 2000 census data, the City's homeownership rate is about 42%. The State of Maryland homeownership rate is about 60%. Hagerstown's Mayor and City Council believe that homeownership is the key to improving neighborhoods, strengthening families, stimulating economic growth, and stabilizing the local workforce. The success of the City's ongoing advertising, education, and assistance programs for new buyers indicates that the City's homeownership rate is increasing.
The City's initiative to increase the homeownership rate currently includes the following:
- Low /Moderate Income Program: The City buys existing houses and completely renovates them for resale. For $500 down, low-moderate income households with good or improving credit can become homeowners if they meet HUD's income guidelines.
- Financing: This includes the State's Maryland Mortgage Program (MMP), The City of Hagerstown Mortgage Assistance Program, and the Live Near Your Work Program (LNYW).
- Local Organizations: This includes
organizations such as Habitat for Humanity of Washington County, and
the Pen-Mar Regional Association of Realtors.
