Recycling & Trash Collection Programs
This section of the department is devoted to collection of residential recycling and garbage. The City desires to reduce our solid waste volume by encouraging residents to recycle using our convenient curbside programs. 1) Residential Trash Collection
The City collects household trash twice each week. Normal household trash items shall be set at curbside no earlier than 4:00 p.m. the day before collection. See schedule below. In general, trash is defined as residential items that cannot be recycled. This includes animal, fruit and vegetable waste resulting from the handling, storage, preparation, cooking and consumption of food; rags; cartons; rubber; leather; diapers; small appliances (less than fifty (50) pounds in weight); and waste generated from normal residential household activities. The City's residential recycling and refuse collection program will not collect the following materials:
2) Mixed Paper Recycling Program
The majority of solid waste is paper products. By recycling paper, you can greatly decrease the material you personally place in the landfill.Materials to be Recycled

On April 23, 2006, the City of Hagerstown expanded the
curbside recycling program to include co-mingled aluminum, glass, and plastic
recycling! Co-Mingled means all the materials can all be mixed together in one container.

How do I get a blue recycling bin? Call "Recycle Hagerstown" at 301-739-8577 extension 106 and leave your name, address and telephone number and we will deliver a blue bin to your door.Extra bins are available at a cost of $7.00 per bin (prepaid). If you are interested in purchasing additional bins, please remit a check for the correct amount to: The City of Hagerstown, Attn: Dept. of Parks & Engineering, 1 East Franklin Street, Hagerstown, MD 21740. You can also request a bin on-line by completing the Recycling Bin Request form. Please be sure to designate the bin you are requesting. We will not collect:

Everyone is encouraged to use the curbside yard waste collection program. The program is perfect when cleaning up your yard. It’s easy to use and convenient. Materials to be Recycled

Program runs from the first week in April (with the first set-out on Tuesday) through the third week in December. There will not be yard waste collection during the winter.

(301) 739-8577 ext. 106. Holidays: The City will issue advisories when the six major holidays (New Years Day, Memorial Day, July 4th, Labor Day, Thanksgiving and Christmas) affects collection. Generally, service the week of the holiday will be delayed one day for any collections scheduled on or after the holiday. There will be no change of service for all other holidays. Electronics Disposal: All electronics should be taken to the Washington County Landfill. Residents need to cross the scales before disposal. The minimum cost is $8.00 (for the first 250 lbs). Additional fees apply over 250 lbs. Fluorescent Light Bulb Disposal: Residential customers are permitted to dispose of fluorescent light bulbs in their regular trash. Any businesses or residents with large amounts of light bulbs must contact the landfill. Used Tire Disposal: All used tires should be taken to the Washington County Landfill. The disposal of car tires is $2.50 each up to 4 tires. Over 4 tires, you have to cross the scale to be weighed. Battery Disposal: Small household batteries can be disposed of in the regular trash. Car batteries, etc., can be taken to the Landfill for disposal. The Landfill provides a specified area just for batteries, with no fee for disposal. Dumpster Program: Annually the City has provided a program for City residents to dispose of items free of charge by hauling the materials to the Department of Public Works operations center. Unfortunately, due to budget constraints, this program is postponed until further notice. Commercial Properties: The collection programs are for residential properties only. The City plans to expand the program in the future based on the Task Force recommendation. |
