Permits

The Code Administration Permits Office will provide services that effectively and efficiently promote the City as a prosperous and safe community.
Mission Statement:
The Code Administration Permits Team shall endeavor to keep the City of Hagerstown the location of choice for residents, businesses and visitors by:
- Being customer-focused at all times
- Ensuring that all design meets local and national codes and standards
- Continually updating and expanding the technical and professional skills of staff
- Promoting and increasing public understanding of building codes, standards and the permitting process
Plumbing, electrical and mechanical permit applications are taken between the hours of 8:00 and 4:30, Monday through Friday in the Department of Engineering & Code Administration on the third floor of City Hall. Electrical, plumbing, and mechanical permits are taken in person, mailed, or placed in the drop box along with the appropriate fee.
Building Permits are required for:
- All new buildings (excluding storage sheds no greater than 100 square feet in area)
- Additions
- Porch enclosures
- Decks
- Retaining walls
- Other structures
- Renovations involving structural modifications, fire-rated construction, or changes in floor plans
Building permits must be applied for in person. Building permit applications are not accepted after 4:00 p.m.
Building permits “turnaround” time averages two weeks but may be greater depending on the complexity of the project.
Electrical Permits are required for any and all electrical work except for repairs.
All electrical work must be performed by City-licensed electricians. Electricians are responsible for securing electrical permits.
Plumbing Permits are required for any and all plumbing work except for repairs.
All plumbing work must be performed by City-licensed plumbers. Plumbers are responsible for securing plumbing permits.
Mechanical Permits are required for any and all mechanical work except for repairs.
All heating, air, and ventilation work must be performed by State-licensed technicians. License holders are responsible for securing mechanical permits.
Electrical, plumbing, and mechanical permits can be issued the same day if license holder’s fax number is provided.
