Vision Statement
The Code Administration Compliance Office will protect the public health, safety & welfare of this premier City so that all residents, businesses and visitors may enjoy the advantages of a prosperous and growing community.

Mission Statement
The Code Administration Compliance Team shall keep the City of Hagerstown the location of choice for residents, business and visitors by:

  • Providing the highest quality of customer service while ensuring compliance with the City Code through prompt, accurate and consistent inspection by a highly dedicated team
  • Serving as a resource to everyone to ensure the health, safety & welfare of community
  • Inviting everyone to join in our efforts to improve the quality of our neighborhoods
  • Maintaining employee qualifications through training and certification
  • Working with responsible parties and holding firmly accountable those who choose not to voluntarily comply with the City Code
Inspection of “Permitted” work
Staff provide inspection of all new construction:
  • Building
  • Electrical
  • Plumbing
  • Mechanical
Building Inspections
Adopted Code: 2006 International Building Code with local amendments 2006 International Residential Code with local amendments

Inspection Request – Call the INSPECTION REQUEST LINE 301 797 6313

The Building Permit Applicant is required to make all requests for inspection

The following information is required when requesting an inspection:
  • Name of the person / company requesting the inspection
  • Address where the inspection is to be performed
  • Building Permit Number
  • Type of Building Inspection requested
  • Entry instructions including lockbox numbers, access location, contact telephone numbers, etc.
Note: Special Request for AM/PM inspection times must be made with the Inspector

Required Information to be onsite
The building permit and the Code Administration approved drawings

Required Inspections (Residential and Commercial)
  • Footer
  • Foundation
  • Slab
  • Framing – trade inspection rough-in approvals are required before requesting this inspection
  • Ceiling Close-in – trade inspections ceiling close approvals are required before requesting this inspection
  • Final
Depending on the complexity of the project, additional inspections may be required

A twenty-four hour notice is required for inspection requests.

Electrical Inspections
Adopted Code: 2008 National Electric Code with local amendment

Inspection Request – Call the INSPECTION REQUEST LINE 301 797 6313

The City licensed master electrician who obtained the permit is required to make all requests for inspection

The following information is required when requesting an inspection:
  • Name of the person / company requesting the inspection
  • Address where the inspection is to be performed
  • Electrical Permit Number
  • Type of Electrical Inspection requested
  • Entry instructions including lockbox numbers, access location, contact telephone numbers, etc.
Note: Special Request for AM/PM inspection times must be made with the Inspector

Required Inspections (Residential and Commercial)
  • Temporary electrical service
  • Underground / trench
  • Electrical service / service upgrade
  • Rough-in
  • Ceiling close
  • Final

Plumbing Inspections
Adopted Code: 2006 International Plumbing Code with local amendment
2006 International Fuel Gas Code

Inspection Request – Call the INSPECTION REQUEST LINE (301) 797-6313

The City licensed master plumber who obtained the permit is required to make all requests for inspection

The following information is required when requesting an inspection:
  • Name of the person / company requesting the inspection
  • Address where the inspection is to be performed
  • Electrical Permit Number
  • Type of Electrical Inspection requested
  • Entry instructions including lockbox numbers, access location, contact telephone numbers, etc.
Note: Special Request for AM/PM inspection times must be made with the Inspector

Required Inspections (Residential and Commercial)
  • Water Service
  • Sewer
  • Rough Plumbing / Gas to include pressure tests
  • Final Plumbing / Gas
Depending on the complexity of the project, additional inspections may be required

Mechanical Inspections
Adopted Code: 2006 International Mechanical Code with local amendment

The Mechanical Permit applicant is required to make the inspection request.

The following information is required when requesting an inspection:
  • Name of the person / company requesting the inspection
  • Address where the inspection is to be performed
  • Mechanical Permit Number
  • Type of Mechanical Inspection requested
  • Entry instructions including lockbox numbers, access location, contact telephone numbers, etc.
Note: Special Request for AM/PM inspection times must be made with the Inspector

  • Rough Mechanical
  • Ceiling close-in
  • Final Mechanical
Depending on the complexity of the project, additional inspections may be required

Licensing Inspections

Rental Licensing Interior Inspections

Inspection Request – Call: (301) 739-8577 Ext. 103

The property owner or property agent is required to make the inspection request

The following information is required when requesting an inspection:
  • Name of the person / company requesting the inspection
  • Address where the inspection is to be performed
  • Entry instructions including lockbox numbers, access location, contact telephone numbers, etc.
  • Confirmation that the electric and water utilities are active
Required Inspections
Interior inspections are required at tenant turnover but not less than every three years

Depending on the conditions, additional inspections may be required

Rental Licensing Exterior Inspections

Required Inspections

Exterior Inspections are conducted annually. Owners who desire to be present during the exterior inspection must call (301) 739-8577 Ext. 103 to coordinate with the assigned inspector.

Vacant Structure Inspections

Required Inspections

Interior – annually

Community Enhancement Inspections

Adopted Code: Property Maintenance Code of the City of Hagerstown

Required Inspections:
Proactive and complaint driven inspections for violations on any property

The program centers on sanitation, unlicensed vehicles, unsafe structures, lack of utilities, and exterior conditions

Please call (301) 739-8577 Ext. 103 to report a suspected violation / condition.

Pre-Sale Inspection Program
The Pre-Sale Inspection Program offers potential buyers the opportunity to learn if a property is in code compliance. The Pre-Sale Inspection is intended to identify violations of the Hagerstown City Property Maintenance Code and is not intended to take place of a licensed home inspection.

Pre-Sale Inspections cost $100 for a single unit, plus $40 for each additional unit over one.
Both the buyer and the seller must consent, in writing, to the inspection. All code violations must be abated within the timelines listed on the checklist, regardless of the status of the sale.
