Mission Statement

The Community Development Department promotes development of residential neighborhoods and commercial areas through loans and grants, public services, and improvements to public facilities. The Department is principally funded by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program.

Primary Programs

• Single Family Rehabilitation: Furnish financial and technical support for the Maryland Housing Rehabilitation Program.
• Commercial Rehabilitation: Provide loan programs for rehabilitating deteriorated commercial properties.
• Public Services: Provide block grant funding to operate and improve Hagerstown's public services organizations.
• Public Facilities and Improvements: Acquire, construct, rehabilitate and support public facilities and improvements.
• Homeownership Programs: Acquire and rehabilitate substandard houses for resale to low and moderate income buyers and CDBG assistance for Habitat for Humanity projects.
• Direct Homeownership Assistance: Provide second mortgage loans to low-moderate households for special mortgage programs and grants for the "Live Near Your Work" program.
• Home Store: Provide CDBG grant funding for the City's Home Store.
• Removal of Architectural Barriers: Provide handicap access for infrastructure and City facilities.
• Residential Rental Rehabilitation: Furnish administrative support for the Maryland Housing Rehabilitation Program.
• Washington County Housing Rehabilitation: Provide construction consultation to Washington County to support their Maryland Housing Rehabilitation Programs.
