CDBG Recovery Funds
CITY OF HAGERSTOWN, MARYLAND The City has selected four projects which meet one or both of these criteria: Street Overlay ($74,000); Ridge Avenue Traffic Island ($65,000); Handicap Curb Ramps ($60,000); and, Community Free Clinic ($30,458). The first three are activities which will improve the City’s street and sidewalk infrastructure, create construction jobs and can be completed by mid-to-late fall. The assistance being provided to Community Free Clinic will permit them to meet a very strong need for medical care to those and their families who have lost their jobs and health insurance. Again, this money can be used in the same time period. Additionally, the City will use $20,000 for general administrative costs including office equipment. The City will received comments from interested individuals until May 28, 2009. This is necessary due to their deteriorated condition. The streets to resurfaced are: This activity has been planned by our Engineering Department, the locations have been determined and the costs estimated. Bidding will occur in June, 2009 and work will begin in July, 2009 and should be completed within one month. The work will be undertaken by a local paving contractor. The use of CDBG-R funds will provide jobs to persons who are seasonally employed. Wages earned on this project will be used to purchase goods and services in the Hagerstown area leading to continued employment of persons in the retail industry. Jobs Created: The work will be undertaken by a local paving contractor. Due to the economic conditions and price of oil, there is a limit amount of paving work underway in the Hagerstown area. This project should preserve an estimated 12 construction jobs. This activity will not promote energy efficiency or conservation. Responsible Organization: Lauren E. Bidding will occur in June, 2009 and work will begin in July, 2009 and should be completed within two month. Work will include demolition, new curbs and sidewalks and landscaping. The use of CDBG-R funds will provide jobs to persons who are seasonally employed. Wages earned on this project will be used to purchase goods and services in the Hagerstown area leading to continued employment of persons in the retail industry. This activity has been designed by our Engineering Department, and the costs estimated. Bidding will occur in June, 2009 and work will begin in July, 2009 and should be completed within two month. Work will include demolition, new curbs and sidewalks. The use of CDBG-R funds will provide jobs to persons who are seasonally employed. Wages earned on this project will be used to purchase goods and services in the Hagerstown area leading to continued employment of persons in the retail industry. (Larry) Bayer Community Development Director City of Hagerstown Community Development Department 1 East Franklin Street Hagerstown, MD 21740 301-766-4024 Activity Name: Community Free Clinic Activity Narrative: This activity will provide funding to assist the Clinic in meeting the health needs of low and moderate income persons. The Clinic provides services to the work poor, unemployed and under and non-insured persons. This is an on-going activity. Funds will be made available to the Clinic as soon as they are released by HUD. The funds should be completely drawn down by September 30, 2009. CDBG-R regulations limit the amount of funds that may be used for public service activities to no more than 15% of the grant. Hagerstown’s CDBG-R entitlement is $249,458. 15% of this amount is $37,419. Community Free Clinic is the only public service activity being undertaken with CDBG-R funds. The $30,458 allocated to the Clinic is 12.21% of the grant amount. Jobs Created: This project is being undertaken to meet a pressing local need for medical care for those who have lost their jobs and health insurance as a result of the current economic crisis. No jobs are anticipated to be created through the use of these funds. This activity will not promote energy efficiency or conservation Responsible Organization: Lauren E. (Larry) Bayer Community Development Director City of Hagerstown Community Development Department 1 East Franklin Street Hagerstown, MD 21740 301-766-4024 Activity Name:General Program Administration Activity Narrative: A portion of the funds will be used to pay staff and overhead costs associated with operation of the CDBG program in Hagerstown. The department is scheduled for computer replacement and a portion of the funds will be used for this purpose CDBG-R regulations limit the amount of funds that may be used for general program administration to no more than 10% of the grant. Hagerstown’s CDBG-R entitlement is $249,458. 10% of this amount is $24,945.80. Hagerstown will expend $20,000 or 8.02% of the grant amount. Jobs Created: No new jobs are contemplated under this activity. Responsible Organization: Lauren E.
