The goals of Hagerstown’s Smart Growth A&E District Program are to
attract artists and Art and Entertainment enterprises to the A&E District in Downtown Hagerstown. Downtown Hagerstown is thriving with all the right ingredients – cool historic architecture, urban infrastructure, culture,
incentives, and places to create, live and learn.
Some Local Goodies Include
Sign and Facade Grant Program
A matching grant program that provides a $300 grant for signs and a $1000 grant for facade work. Applies to
D-MU district only
Hagerstown Revolving Loan Fund
Designed to nurture the growth of existing businesses and assist in the formation of new businesses.
City Center Residency Initiative
Qualifying students, military, government employees, and professionals in a targeted downtown area are eligible
for certain rental, down payment and closing cost subsidies.
Residential Tax Credit Programs
The A&E District is in the targeted Community Legacy Area for a City and County property tax credit program for residential investment renovations.
Homebuyer Assistance
Down payment and closing cost assistance for homebuyers, offering up to $7,000 as a 0% deferred loan.
Excise Tax Exemption
The A&E District is within the City’s D-MU zoning district providing for exemptions from County excise tax when uses change or new buildings are constructed.
APFO Exempt Clause
The A&E District is within an area which would be a priority for the exemption clause in the City and County Adequate Public Facilities Ordinance for schools.
PEP Incentive Program
Partners in Economic Progress (PEP) is to spark private sector investment that contributes towards the
revitalization of downtown.
Latest State Incentives Include
Real Property Tax Credit - City and County
For the renovation of existing commercial and industrial buildings or new construction for use by “qualifying
residing artists” or “arts and entertainment enterprise”.
Income Tax Subtraction Modification
Artists who qualify do not pay state or local income tax on income derived from artistic work created and sold within the district.
Exemption from the Admission and Amusement Tax
Levied on gross receipts from an admissions or amusement charge levied by an “art and entertainment enterprise”
or “qualifying residing artist” in a district.
Income Tax Credits
For historic rehabs which are approved by the Maryland Historical Trust, 20% approved expenditures can be
credited against state income tax.
